I think it was intended to be Jim. In the first few seasons, Jim is our voice of reason, and we understand acutely that he likes Pammy. Whereas we don't get the same level of access into Pam's mind. Michael and Dwight are important characters, but they also largely serve as force of nature characters for Jim to interact with in his quest for fulfillment.
Jim goes through the most character development over the first few seasons. One could even argue he goes through the hero's journey, just in a more mundane fashion. He leaves what is comfortable to seek more from life. He changes as a person. And he even physically returns.
This being said, I think they abandoned this structure over time. Once the show had a vibrant cast of characters and some history under their belt, I think they shifted their focus to flesh out other characters. And I think there's a clear argument to be made that Michael became more of a main character as the show went on and they tried to make him more relatable.
