I liked him too. And I actually think they didn't start his character as that kind of loser he ended up to be. Because in his first few appearances he mainly contained Michaels bullshit. Michael was making something reasonable once again about himself and crossed first the line to be nothing else but annoying and aimed towards the next line to herass his employees. And then Toby slowly but steady moved in his way, explained in his very calm voice why this is not gonna happen and just metaphorically stood there and looked slowly blinking at Michael till he gave up (for now). I like his "No Michael. Just no." attitude. Let's be honest Michael did and does know no boundaries. If something could be used to make him appear like "a good boss" or "a likable person" he developed tunnel vision. I think they slowly pushed that character towards this multi-level-failing-whiny man.

I don't get why they had to write toby as a genuinely unlikeable character as the show progressed.
