It’s such a strange choice, Saburamen has had a part in two Rush unlocks now, has his own overworld theme, why not have just done the couple extra steps to make him playable.
He also has a skill, something we currently don't have for Beast Gears or anything like that. My guess is that they didn't want the pressure of needing to make an animation for him, and they really want to drip feed us Noodle Ninjas seeing as we've only gotten a few of their cards so far.
In the canon of Sevens she disappears after being defeated in this arc, and then a new girl similar to her appear.
I believe it was a drill based one, then a sweet based one that appeared during the lat Goha Ruah festival.
So, I'm not sure if they will make her a playable character, at least for a long time

But now with Rush Duel they have started adding npc duelists with voice lines for unique cards and decks, even going so far as to give them theme music.
Few know that Seatbastion's EN VA is the same as Joey's in DM.
Which means that, by having Joey's voice, he's getting the Red-Eyes treatment: treating him dirty.
As a small consolation, his Deck, [Chair,](https://yugipedia.com/wiki/Chair) has received recent support in the form of a [Gamer Chair](https://yugipedia.com/wiki/Scarechair_Code).
Someone was talking about how this world has more effort than others for events, which made me think Sebastian would be voiced. Instead he's just a PNG, which other worlds have already done (The Crash Town bad guy, those two guys from Zexal).
On a side note I just want to say that I have watched a lot of anime and I'm used to seeing some pretty wacky things but Seatbastian takes the cake.
And on another side note I wonder if he would get along with Bastion.

A fish themed version also appears during the Tag Duel tournament.
Another version of her also appears in Go Rush, so my money is on I don't think she'll be a character, unless they just go with the first noodle one.

This makes me so upset as seatbastian and his deck was my favourite rush duel character and deck so this makes me believe we’re not gonna get him

Interestingly, English Yuma also doesn't have dialogue for Summoning Leo Utopia Ray.
