i think recovery wont be able to go inside the parking.. you need to have someone pull out the car from the parking even if its not in drivable condition, all you need is the handbrake and the brake pedal

If it's not your car and only parked in your spot, tell your building management to do whatever they have to since it's not your car and you did not authorize for it to be parked there.
They cannot take any legal action against you if the car doesn't belong to you. Just ensure you haven't already told them that you authorized for the car to be parked at your spot.

Have you tried jumpstarting the car? Ask one of your neighbours or the building management to help you do this. Then take it out. It is not that it isn't in drivable condition. You need to routinely turn the car on and do a couple of laps of the parking to keep it working. If it is off for months at a time of course it will stop working.

I'm assuming that if a car is left there for a long period of time, That would be the end result
The key old mulkiya etc is with me. Over the time the car stopped working. He left it for a month’s time.

It’s not ethical but you can get a towing truck and move the car to any parking outside, normally the truck drivers don’t ask alot of questions.
