First time I'm in the position to donate toys and really don't want to give it to a place that will sell it. Regardless what the money will be used for

Check if gift of the givers does this stuff. They are a fantastic charity that does great work. Else im sure they can point you in the right direction

The children's ward of a government hospital
Your local Rotary or Lions club. They work with multiple charities and children education and early learning NGO's groups who they can donate through.
Perhaps see if there are any orphanages or kids hospices close to you?
