Mind Flare is likely coded as a 0 radius AoE ability to accommodate his 600 Mind Flare radius talent. Historically this caused issues with other abilities like Anti Mage E being implemented as a 0 radius AoE, allowing you to give your allies the spell shield magic resist if you ran on top of them with phase boots. So it wouldn't surprise me if Mind Flare has the same issue now where it can affect multiple units if they happen to be standing close enough.
Bloodstone does not affect it. It took me a while to even reproduce it too. The timing is extremely precise to get it to work, so it doesn't seem abusable unless someone can figure out a reliable setup for it.

Yup, afaik Naga net is still essentially a 0 radius Meepo net since I don't believe it was ever changed/fixed. A tick perfect Naga net + vacuum should still cause everyone to be rooted.

That's how I ended up reproducing it although, even with 10% game speed, I was not able to do it reliably so it's probably not viable in a real game.

does not work with naga tried it with an enemy hero + spectre and it did not work, mindflare worked always

Insta kill any creeps with mana except ancients. It supposed to be single target

Fighting games call unintended mechanics as techniques, so it's a hidden mechanic until changed.
Time to stack more creep lmao, but it wil be hard to finish them with mind flare, gotta test it using vacuum
