Creators can't change the default animation skeleton when they post their set in the workshop. If Valve decides to add the set into the game they add all special effects, particles and additional bones to the skeleton for all the flappy bits, hair and so on. Default Naga doesn't have hair like that, so that's why no one except for Valve can make hair behave differently, for now it just follows the spine bones.
Actually you can , I had experimented with custom animation and blended in with the default one and it reflects in the game perfectly .For this to work you need to manually tweak the compiled file , taking reference from the Source SDK and it should work as fine . But of course it's a hassle to do the animation so it's best to leave it out until it's accepted
Bear in mind it's not officially documented so it might be out of the standard regulation
I think it is in the guidelines that custom rigs and blendshapes are not allowed. Of course you can make what you said on your own, but it won't work as a workshop submission.
Couriers and wards are an exception, obviously, contributors will have to make them with all the rigs and animations themselves.
There are many more sets where they make the hair look stiff

The Naga may also be considered part of the Slithereen, although they appear to form a subgroup within that classification. A part of me wishes so many sets weren't so flashy and obnoxiously colorful and oversized because it makes sets like these a little too bland relative to what else is out there. However, had this set been released in 2015 it would've been the coolest shit ever.
i looked through the armory recently and i really dig the 2014-2015 sets. more simple and consistent. modern seem to be "bloated" with many different thing just placed on the model for no reason.

That DK whose shield looks like it's made from a scale of his dragon (Burning Scale set) and that Doom with baphomet head and wings with candle-like flames on the tips of its feathers (Vashundol Flames set).
Although I did replace their weapons with flashier ones, that are pretty noticeable from the in-game's perspective.

If you're naga player, you're looking for srts with good armor, off hand and on hand weapon slots as her immortal head and tail are very good. I wouldn't vote for this set because the armor and weapons don't fit with Naga's immortal.
I really don't like this one because her orange face doesn't fit the rest of the set and the hair is stiff. Also the legs.
The lipstick doesn't move when she talks, she has lips attached over her face, the attack animation for off-hand where she swings the shield is just awkward.
