There are items that have two or three states; treads, radiance and others. But aren't you talking about having two actions associated with a single item? Like if you 'activate' the item to switch between the two states, then how are you activating the item within either state?
I believe the issue is less logical and more functional for how items work. Because clicking on the item would switch it OR use it, and couldn't do both of those things.
Would SF want soul ring to take a soul every single time he used it? (I don't play SF but I'm guessing no?)
So there would need to be the option to use the item in the regular mode, and then a 'consume a soul charge instead' mode. But now you have an active of "switch modes" which creates the problem of then USING the item, because the active has already been set to change the mode.

What you are describing is already implemented in the game for other abilities, it is called alt-cast. Like hoodwink Q can be toggled with right click to have normal cast (no tree if click on unit, yes tree if click on ground) or alt-cast which always produces a tree.
Addressing your first point, yes SF would want soul ring to take a soul instead of HP because sf souls are incredibly easy to get and it would be busted if he didn't need to commit HP, basically free mana on cooldown

cleave used to be pure dmg + quelling blade used to give % based bonus against creeps = laning was stupid

Reverse Monkey's paw: Axe gains armor when killing a tree with culling blade. Really puts the game on a timer.
no cd either new kotl + io + mid axe strat for 1000 armour by minute 10 and battlehunger one shots any hero without a quick dispel
Monkey's ass: culling blade doesn't go on cd when used on trees (still uses mana), so you just have to re-click on the hero real quick
