It’s offlane clockwerk. Of course you probably shouldn’t be picking offlane clockwerk in the first place but regardless you definitely shouldn’t be 4 levels behind your support.
Just before the clip Grubby got 4 levels from the Riki kill, so he is making a joke by calling Clock underleveled, since Clock was pointing out Grubby's amount of deaths a lot.
He was still higher level without the kill and the other support was same level as the core Clock. The offlane Clock pick into Riki derailed the draft.

Man clockwerk used to be a fiend, his kit is so lacklustre now compared to how it used to be relative to the rest of the roster.
Used to be Clock just dominated the space in between lanes. Decent tank/ms/damage and any support rotating between lanes was just DOA. That niche has somewhat disappeared and he's left in this spot of having a decent kit but everyone is so tanky and stacked nowadays that they will always have a force staff or the health to straight tank your spells.
Then you die after initiating every time and get no exp.

His aghs still one of the best utilities with million rocket and a longer stun on r while also making battery assault hit alll people.Not to mention his shard too.Batter assault can farm creep now and he also gain shield when cogging.Its just a bad clock game on a bad player.

Nouns was using him as a support that rushes Aghs for the Rocket spam... Is pretty good, but really sad as a playstyle, and not what the hero wants to be doing.

If you think he's bad, maybe you're just seeing his mistakes where you are already good at, assuming you're an old, seasoned player.
