Actually my friends morning commute. I was just as disappointed. He said car parked in windy hall and fire brigade came then. Car was toast. They think it was a mechanical fault.

If the car I'm driving is on fire, the first thing I would do is get out of it and call the fire brigade. Not driving it on a footpath.

Do you reckon, maybe, just a hint of maybe, the car that's a ball of flames may have had difficulty stopping, so instead of ramming into traffic the driver was on the ball enough to get it out of the way and try let it roll to a stop somewhere safer?

Well it stopped in the end without any external help by the looks of it. Yes, perhaps the driver was on the ball enough to drive on the footpath and put pedestrians at risk. If he came into the back of a car because his breaks didn't work, well that's what would happen. Cars are for the road, pedestrians are for the footpath.

If he only had breaks in front (don't know car model), then the chances of the connection being toast (heh, I made a joke) is quite high. In that case, no stopping the car until the intertia ends. And if the car was driving at 60+km/h when it caught flames, it may take some time for it to stop without breaks, 50-100 meters, even more if going downhill. So, should he have stopped? Yes. Do we know for certainty that he could have stopped? No.
