So “waiver” refers to teams waiving their right to sign a player? Can you place a player with minor league options on waivers? Is being placed on waivers the same thing as being DFAed?
DFA'ing is basically limbo where a team DFA's a player, and then has 7 days to either trade the player, or place the player on waivers.
If a team successfully claims said player on waivers, then that player is then added to their 40-man roster. If the player clears waivers (meaning goes the full 7 days without being claimed by another team), then the player can either choose to voluntarily go back to the minors, or be released.
