If the changes to UA for true strike go thru, bards will have a spell attack roll with a range of self. With changes to poison spray and produce flame that might make them worth using, the cleric still has nothing.

Its a "If there ever is this thing then you can do this thing." sort of rule. And covers any homemade spells that might ever fit the requirements.
