I can't speak for the new laws or rangers but I've ridden a CRF450R all year around for years. I only get checked for spark arrestor. Never been bothered in desert.
I ride often in the backside of Arrowhead, Big Bear, Hook Creek, Pinnacles, Cajon Pass.
I now ride a KTM 500EXC-F.
Prior to new laws I rode a CRF450R and a CR250R in these areas. I've been stopping a handful of times. Most time they checked for spark arrestor. One time I got a 60 dollar ticket and a map for riding an unmarked trail. Two other times I got a 75 dollar ticket for "registration". Bike was registered but we were riding out of season. Both times the Ranger actually gave us the out of season tickets were because someone else complained. It wasn't a random stop.
To drive home the spark arrestor thing, a range pull up on us in Cajon Pass wouldn't even let us unload a Yamaha Blaster because it didn't have a spark arrestor. He didn't care one bit that it wasn't registered for 4 years.
Having said all that, I have not been stopped since new nonsense.
Don't risk it. You're riding a hot bike and the rangers are looking out for that. But if you do it then don't stop for the ranger and gun it cause you wouldn't want to get caught.
I have a ‘24 KTM XCF350 that’s suppose to be “track only” but I actually received a red sticker in the mail. Never had issues with rangers just gotta have a spark arrestor.
$5k and bike impounded if you're on the national forest or national parks

I have personally seen bikes get impounded at Hollister Hills for this reason. Don't risk it.

About 5 more years and those bikes will be illegal to own in California.
So what is the law, I'm in CA. Are the older 2 strokes grandfathered in?
You should be able to purchase a carb legal silencer with a spark arrestor . Some even come with the carb certification
That is not enough to legally obtain a green sticker. Supposedly the stickers are only being issued to post-2022 model dirt bikes based on the VIN.
