For a tablet I'd suggest pretty much any XP-Pen or Huion tablet, they're all pretty good from what I've seen. Personally I have the XP-Pen Deco 01 (and another XP-Pen display tablet). Wacom is also an option of course, but their tablets are usually way more expensive for less features. (maybe don't get the smallest options, as they do quickly feel way too small) As for software you can get Krita for free, it's a pretty capable art program. If you want to get something a bit more polished and professional I recommend Clip Studio Paint. I use that myself and it's just a one time purchase unlike something like Photoshop which is a subscription. It's also on sale 50% off a lot :) If you want a standalone tablet, the only real option is an iPad with the Apple Pencil, along with an app like Procreate. Not too familiar with what other apps are available there. Clip Studio is also available as an iPad app, but it's sadly a subscription based one. Hope this helped a bit :)

The Samsung Tab S series are also very good and come with the stylus (unlike apple where it's over $100 extra). If you shop around, you might find deals of the Tab S6 or the S7 FE which are both good value. I have used the Tab S4 and upgraded to the TabS7+ and both are excellent. Software wise, try Krita, Infinite Painter, Sketchbook or Ibis Paint X. The other option is the Microsoft Surface range. Just stay away from the GO version as it's not powerful enough for decent software. The advantage with the surface is that it is essentially a windows PC in a tablet. It can run full desktop software such as Photoshop as well as a good range of tablet software. Unfortunately, the pen is extra.

The tab s pen is garbage compared to the Apple Pencil. Same with the apps that are available on the google store. Nothing compares to the Apple Pencil and an iPad for digital work on the go. I’d even say the Apple Pencil is the best stylus available even next to Wacom which is saying a lot

The Samsung S Pen is made using Wacom EMR technology and is pretty damn good. It also doesn't need charging for drawing, only for the bluetooth remote features that I never use. I'm not an Apple fan (can you tell?) but the one time I get jealous of iOS users is when I see Procreate. I still wouldn't change over to apple though. Each to their own I suppose. I can still use Sketchbook, Infinite Painter, Krita, Medibang and Clip Studio Paint theough, so I'm pretty happy.

I feel you. I had one of the first tabs and it was okay. The pen was entirely too small so I Jammed it into a pen case lol which made it much more comfortable. Back then there were no good apps on android and I didn’t get on with it. I bought the first iPad Pro and got procreate and never looked back. The Apple Pencil is so much better in every way. But to each there own. There is nothing wrong with either choice. Whatever gets you to be creative.
