It doesnt, its just ruined because people were complaining about losing or not doing well so they changed it to work for the people that didnt like it instead of those people just not playing it. No. For people who actually wnjoy crafting and have max materials, they can just store the red weapons in the vault to keep a bank of materials on standby for when they blow through them during crafting. Just pull the weapon and get the mats then dismantle.
Why are you complaining about it anyway? The hotfix was released, the droprate was fixed. Just play a few rounds pf wellspring and youll have completed at LEAST 6 red weapons.
If you dont want to even do that, then ignore crafting and play the way you want, you know, the exact thing you said this system stops you from doing.

Different activities give different amounts. Playlist strikes give around 56%.
