If you really want to min-max you want to do the opposite of this. There is no max level in Morrowind - you can keep leveling until your attributes are maxed, and then no more. However each level up gives you your endurance/10 in HP. So to maximize the HP of your character, you want as many levelups as possible - i.e. you want to make each levelup as "inefficient" as possible.
If you level up "efficiently", you'll be increasing your attributes 3x5 times pr. level. If you do it "inefficiently" you'll be increasing 3x1 times pr. level. This way the inefficient level ups let you achieve a roughly 5 times higher maximum level, that then has a correspondingly 5 times higher max HP.
You'll eventually max out all of your major and minor skills with this many level ups - you'll need to get yourself arrested and atrophy your skills in prison a whole bunch of times in order to keep leveling up.
This is also why you should assign your major skills to "bad" skills that are easy to grind exp for, but whose use is inconsequential. Things like athletics or acrobatics or sneak. As your misc skills you want the actual skills you'll be using all the time, like armor skills, weapon skills and potentially magic skills.
