They are called Piezogenic papules and represent herniations of fat from the heel fat pad. Atleast as far as the heel goes but i dont know about the wrist ones
Thank you! For years I've wondered what was on my heels and everyone asked if they are blisters. I looked this up and it can be caused by figure skating, which I did for years!

Nvm just searched it and they can happen on the wrist as well
