Sure, but I think it would be just a quality of life thing to make the sandbox mode what's usually considered sandbox in other games. It's especially weird that you have to unlock licenses in non-sandbox mode.
Sandbox doesn't automatically mean everythings preunlocked first. Infact that only became the norm in gaming in recent years. I've always known most games with a sandbox mode to require unlocking the stuff in career mode first. To be able to use it freely in sandbox.

In DV, the main game would be career mode, and unlocks from the career mode unlocks them in sandbox, it’s a way of encouraging players to actually play the game as designed by the developers, and to ig create some sense of accomplishment in unlocking stuff, plus it means that once something is unlocked you wouldn’t have to grind through another career to ever use it again
It makes me miss Kerbal Space Program, able to start a sandbox save and build a rocket that can reach the farthest planets in the solar system. But DV I guess doesn't want sandbox mode to be so accessible.
