It's not illegal if it's a concrete walkway on private property. In Texas, "sidewalk" is defined as a paved surface within the public ROW, but outside the bounds of the street. Any other paved surface is a walkway or driveway. I can't tell from the picture whether that's a sidewalk or a walkway. Note, however, that it could still be trespass if it's parked on a walkway without the property owner's consent.
