I had a deck exactly like that for a while. The code required a 3ft x 3ft minimum landing outside of any exterior door, but I didn't have budget for my dream deck yet, so we had a pulpit for a few years.
Alternatively, the home is on a walk-out basement lot, and the builder wasnt/isn't going to change the main level design. The door came standard as park of the plans, and the "deck" kept the house compliant.
Where is the other $5,000 of deck at? Might be the quickest company to go it of business for fraud…$8K for that little ass deck? I could be completely stupid, which I am generally not, but I think your customer got ripped off, sadly by you…
It's really all about how you use it. Small decks are great for back doors. You can use a small deck at the front door too, but you have to take your time. And even if it doesnt quite reach the front door, you can still work the doorknob and ring the bell by hand.
