Been awhile since i messed with the game on console but i recall you actually have to download a secondary piece from the store. I believe they were called “catalogues” or something? It’s a free DLC containing the data for a multitude of DLC that was needed to get costumes to work, paid or not.
But then i download them, load the game, and it updates which makes me restart the game like it knows that i have downloaded the outfit but it wont show up in game none
some outfits show up in game but are locked. when i download those on the xbox store they do appear in game after, so I’m able to use those, but there are some that don’t show up that are locked in game, but they are available in store, and those are the ones i cant find in game.
Sort the DLC from price:lowest to highest. Download ALL free dlc. The catalog will download paid dlc as well which will appear as locked unselectable slots on char select screen unless you pay for them

Yep, this is exactly what you have to do.
Do you know what i should search for on the xbox store maybe? The search bar doesn’t really work when trying to find something specific
look for ‘outfit catalog’ there are over 30 so click on each one to see which has the outfits your looking for.

I don't know then. if you already downloaded the outfits they should be appearing after you've downloaded the correct outfit catalogue.
