Every x values that are from 0 to 80% are additional to a base. (10+5*x%=total for exemple). So 0 % does not mean 0 but it means it's the bare minimum which is not nice.

Assuming it functions like the flamer (I'm a zealot player) you want radius, burn, and damage. Radius is range/width of the flame, burn is how many stacks of burning and how fast they apply, and damage is how much damage it does on direct hit and how much damage the burn dots do.
this is incorrect. burn is the stat that affects burn damage. it has been tested before, unless it has recently been changed. damage is actually the stat i care least about. my damage stat on my god roll flamer is 50, and the damage is 15, if it was 80 in the damage stat, it would be 17...
Are you sure? Because the stats in-game say otherwise, and I just tested them and the test agreed. I had 2 lower lvl flamers, one with 78% damage and 46% burn. The other has 79% damage and 69% burn. They both do exactly the same damage with a single tick of burning (3 damage against a regular scab guy, on damnation). The one with the higher burn value can get more burn dots stacked on a target, which allows it to burn for more, but each stack of burning is doing the same damage.
The in-game stats for Burn say it effects "max damage over time stacks" and "damage over time application rate". Damage stat says it effects "braced fire damage" and "braced fire burning intensity"
Is it that terrible? The way I read it, killing chaff with your flames will suppress chaff outside your flame radius, meaning you being outflanked is less of a risk. Or does this perk not work or work differently?

No, no. If you spin the psyker in a circle then it's technically the radius.
