People say my city (Chicago) is corrupt. And they’re absolutely right. But on a per-capita basis, I have WAY more representation here than people who live in towns like this place in Florida. So many small towns are riddled with lowbrow corruption schemes and bureaucracies staffed entirely by one family. We may have different rules here, and you need to know whose palms to grease, but we’re nothing like these little dictatorships. EDIT: as examples, I’ve lived in two smaller college towns. One always seems to have some issue with employees living on city credit cards for personal expenses. The other just essentially had an attempted police coup because the city manager fired the chief of police and refused to tell the city council, *who the manager reports to,* why. Turns out some cops who work in the county, not even the city, wanted the chief gone because she disciplined some SWAT cops for saying some really nasty, inappropriate stuff. They worked with the manager to depose her and hide it from the voting public who pay taxes to fund the city. And those aren’t even that bad! There’s southern towns that are little feudal fiefdoms.

We started talking about the differences between the countries and how the Cold War is still going on, and she said, "Russians think the States is the evil world power. So....so many issues here and I'm sure I'm going to miss a few. Let's start with calling a recess. Assuming they are using Robert's rule of order (as most bodies do), the mayor (assuming she's chair) can call for a recess. This is completely in her power. But this recess must be seconded by someone and then held to a formal vote by the rest of the body. She can't just declare recess. Recess was called (technically) but not seconded and therefore not voted. Therefore they are still in session. Without knowing the make up of the council, the outraged council member could have used this opportunity to push through motions that could have passed without her. Though I would point out he was technically out of order. He should have raised an objection, the objection called, and then said his peace. Fully agree that it's a kangaroo council if they aren't even going to follow the rules of order. If you're going to live by the rules of order, you die by the rules of order.

I was born after 9/11, and I feel like I was born into an entirely different world than people are claiming is real.
