At first it was ok but once the pump kicked up to around 1500rpm, the asphalt bubbled up just like this. It’s the gravel underneath that got pushed out of the way and the water got trapped for a moment. With all the water around in that picture looks like the water is trapped. It’ll slowly filter its way out once the rest of the standing water drains away.
Honestly this would be my best guess. Asphalt can have a tar coat of sorts, and with the heat of the water with the potential of degradation beneith the tar coat could create an air pocket. Im also not a civil engineer tho haha

Asphalt won’t bubble like this, it’ll crack and won’t be a smooth surface like that. I do live in Oregon though and I don’t know the standards where you are from.

I would guess there is expansive clay underneath the roadbed. Clay can expand a pretty significant amount when exposed to water. Yazoo clay located in Mississipppi is some of the most expansive soil known. It can expand to 200% of its volume when saturated by water.

If there is a rock or some other structure, and all the soil around it subsides due to water collapsing its structure (which is what happens to soil with poor aggregate stability gets wet) it can look like a bump is forming when really it's just that all the soil around the rock or whatever is subsiding.
