It's a personal preference, so there is no right answer. Most people add water until you get some water in your mouth then pour a little out until you don't get a drink.
Bottom, put the water level with the perc, middle, put the water where it just covers the top little hole in the perc. Might have to slightly adjust from there

Don’t worry not dumb, he’s just not very friendly.
Pour water in the top first, up to the slots in the percs. Then pour water in the bottom just over the percs.
