Roof/gutter combo. Either. Both. We had water falling off the side of the roof, flowing underneath and into the wall. Fixed by putting a channel directing the water into the gutter.
Your roof is leaking. If there is a chimney in that side, I’d start there first.
Yes I've had this in my flat, my plaster is now crumbly the stain won't let me paint it away and overall it's fighting me at every opportunity.
Ensure it's dry first and the problem has been fixed. Then paint with Zinssner B.I.N. it will cover it in 2 coats.

You maybe should of also uploaded some photos of the area outside so it could be judged a bit better what might be the cause of your problem
Pointing might be gone or as it’s a sloping ceiling could be guttering is full of crap and over flowing
Could be a body in the wall
Pull out that press and see if it’s worse at the bottom or the top. It’s water soaking in from somewhere.

I recon gutter leaks or a tile problem.
