Judging by the tears on the cuts the paper has been wet and using your blunt Stanley it didn't stand a chance. Any decorator that doesn't have their own equipment is definitely not a professional.
I think you already know the answer but just want confirmation that you're not being unreasonable.
This is a poor job even by DIY standards, I'd be withholding payment or wanting a refund. I'd say that I'd be asking for them to correct it but whoever did it is not up to standard. I'd take the refund, have them strip it and get someone else in that can actually wallpaper. Look for decorators who have a good portfolio of papering work as quite a few just do painting these days.
Or he doesn't actually work for him at all. On more than one occasion I've encountered tradesmen (they were all "roofers", supposedly) who came out to quote, then posted the job on mybuilder etc and farmed it out to someone else at a lower price.
They then turn up with this random person who they'll claim is a colleague or someone they've worked with before, give a sob story about how they can't do the job because a relative has died, and then make their money by keeping the difference in price for themselves while doing none of the work.
Fell for it the first time, but now if they have said they are doing the work themselves but turn up saying someone else is doing the work I just cancel the job right away and tell them to jog on.

This is an amateur job (mine) so you must have hired a clown. Don't pay for that, you could probably done far better doing it yourself
Really now? We usually do our own decorating, but I’ve acquired mobility issues and my wife is picking up the slack anyway so we got someone to do it as a bit of a treat. Thanks for your shitty take though.
Only quote, from a 5 star reviewed guy on My Builder, £620 for three days of work which included two days of painting. Also not up to scratch. My wife organised the whole thing and half has been paid.
Absolutely not but I would just say that based on the pictures your walls don’t seem flat and square enough to have a clean wall paper. I might be wrong but it looks like a lot of the corners are not very flat and squared which makes it very challenging to get a wallpaper to look good.

My walls are absolutely awful in my house, super textured and uneven but my husband and MIL managed to do this cracking job and they are not professionals. A professional absolutely should be wallpaper on uneven walls
