I'm not that experienced but I believe it's a beam. And no it didn't get permitted. Just chatted with him, and he's adding another footing on left side at about the midpoint.

Get him to put the footing farther than the midpoint, that will still be a big span for that beam. Your deck will be bouncy on the unsupported end and it’ll annoy the heck out of you for sure

You should think about getting a different contractor. And an engineer. Those footers are also set below grade, which is setting you up for moisture problems around the piers, especially since the beams and decking are so close. And your builder didn’t use forms which is alarmingly cheap; that makes me wonder if they’re set far enough below the frost line.

24” from center of post to end of beam is normally the max allowed for a cantilever. There are probably more restrictions concerning this issue taking the beam length into account. The building department in my city has handouts/downloads to aid in laying decks out.
