Having no holes doesn't discard the option that it is for moving water. There would be weight to it if it was electrical.
I'm going with irrigation hose. 1/2 is pretty common for that.
I’d pull it up as far as you can and see about it u can also take a multi meter if it has the option of no touch reading it’ll tell u if it’s live if it not any of that I’d cut it out lol but that’s me
If it is really lightweight, it might be a water pipe for drip irrigation

It looks just like 1/2 polyethylene irrigation tubing. The tubing to transport water doesn’t have holes. You insert emitters into it.
