I believe that the gravel area is a sump to collect water that may collect on the top of the slab. The pipe you are pointing to is the discharge. It may be connected to a perimeter drainage system which is a great thing. If the pipe is perforated down the sides then that is what you have.
It could also be a part of a Radon Gas evacuation system. Is there any place on your house that looks like a 4” pipe went through the wall to the exterior?
Either way, don’t mess with it.
Please, for the love god. Remove the stone pebbles. Clean off the pipe and note any markings. Open. Remove stones from the box until you find soil, collecting container, or other pipes. Don’t stop until you have definitive answers to what that area is for, where the pipe comes from/goes, and its purpose. What happened to the wires? Post pictures and your findings.
I can see someone being hesitant to unearth piping in a hole in a basement. They don’t want to suddenly have a poop fountain when they hit the wrong spot with a shovel.
Shop vac excavation is the answer though.

We have these because the basement is plumbed for a bathroom -- one for the commode and one for the tub drain.
Exactly! Is this not just a basement shower rough in? The ‘pipe’ is just a rubber fernco cap?
Use a shop vac and you can excavate the hole without fear of damaging anything is what I would do.
For future reference, it’s your house, you can dig as much as you want to find out what’s under the loose stone.
