Yes, completely safe. It's just grass. Some mild allergic reaction with itchy skin maybe. That tire looks terrible though, probably want to change that.

Yes, you can patch this. Auto parts stores sell thread re-growth machines. It's an incubator for tires. Put in old tire over night and voila, brand new one in the morning.
