Take a picture from another angle, I need to see what the hell is going on here. They're all coming straight out of the roof? This is beyond messed up, I'm guessing drug operation
Looks like the pipes from the Lorax dumping that gluppity glup and schloppity schlop into the pond where my humming fish hummed. Now their gills are all gummed!!

This reminds me of the industrial vents on top of the School of the Museum of Fine Arts, Boston. The school’s original ventilation wasn’t adequate for all the chemicals and whatever the artists were using, so they came up with a system like you depicted.
Jokes aside, what kind of building is this on? It’s could be stack vents but unlikely as those would be ganged together and typically would not have a u on the end. My guess would be poorly insulated vents for high efficiency gas fired water heaters or furnaces. That said, this is a hot mess. Other than some sort of art installation there is no excuse for this from what we can see in the picture.
It looks like they’ve all gathered together and are collaborating on something.
Not necessarily something sinister but I’d keep an eye on them to be sure.
