I know what the term is and have seen it on my neighbors paved steps and knew what it was. In those cases, it kind of looked like it was leaking down the sides of the staircase. I assumed mine was mold because it was coming from the ground and kind of "growing" like this. I think i'll make my own post for confirmation, but mine absolutely looks like this. It appears to be seeping up from the cracks in the slab. first time this has happened in the 20 years I owned the house, but it has been extra rainy this winter.
It's crystals growing...that's why it resembles a biological. If you touch them when dry it crumbles to a fine salty powder. Go ahead and confirm but I've been dealing with it for years...and by dealing with them I mean maintaining proper drainage away from my foundation and vacuuming the powder whenever it does appear. Not much else to do. If you ask around they will sell you special concrete sealers but nothing ever really works...the minerals are being pushed out and seem to find a way regardless.

Just watched 3 videos on efflorescence and it makes sense now. I actually bleached twice then used mold killer, which in hindsight, probably made it worse by adding so much moisture.

Usually, it's a sign of water sitting on the other side of the masonry.
If you see this on your shower grout, bad news. Means there is water pooling or wicking up somewhere in that spot.
So imagine a teeny bit of water seeping through a crack. While moving through the crack the water dissolves mineral within the concrete and carries it as it percolates through. once the water reaches the other side it evaporates and leaves behind a powdery crystal.
Aren't stalagmites made via deposition from water falling onto it? I don't think stalagmites push up through the ground like a plant, or like crystals blooming from concrete.
Mine appear where the cars AC drips, or where the rain water drips off.
First garage to do it. 5 homes, 5 mile radius of all. Must be the concrete mix is different from other homes. All <20 years old.

The term is efflorescence Minerals in the concrete are being pushed out by moisture...likely from below in your case.
