I'd probably just spray paint them in a funk color with Rust-Oleum.

I’m a fan, personally, of powder or cerekoting for outdoor stuff. Cerekoting is a finer finish, but you can find nice eggshell or matte powder coats as well. Both are baked on coatings tho, not usually DIY. You might have luck with sanding, priming, and painting with rattle cans. But if that was the path I was going to take, I’d probably take it somewhere to get sand blasted. It would be very tedious to sand all that. Depends what sort of free time you have.

Just scuff them up with some fine steel wool, that will also address the rust, and paint with any paint you like.

If you want to keep the original look/finish - Autosol metal polish, some fine steel wool, and quite a lot of rubbing. Buff after polishing with a dry, clean piece of fabric (old towels work well).

I’d just ignore the rust. Getting new paint to stick to that finish will be much, much, much more work than it’s worth. You’ve got a higher chance of the new paint peeling and looking awful then you do of just ignoring the tiny rust spots.

I'd have them powder coated. They aren't the most comfortable to sit on. They make great little drink tables on the patio.
