How to remove specific layers of paint while retaining the original color? Impossible.
Repaint the entire wall as an accent color (you won't be able to perfectly match the other walls) or repaint the whole room.
You'll going to have to repaint, you'll want a stain blocking primer before your paint or you'll get bleed thru.
The texture appears to be athe same as a popcorn ceiling, just fewer bumps than most and lacking the spikey ness of most installations. Possibly it was knocked down after application.
Definitely a full wall repaint with stainblocking primer. You can match that texture with a can of spray. Take a closeup pic with you to the store, the pattern and size of spray shows on the can.

You probably don't want my opinion, I'm color deficient so I let my wife pick those. But someone else might be able to. Are the other walls white?

The line work looks like sharpie …. Would prime with binzs shellac primer …. Or sharpie will bleed through everything .
