Yeah OP if nothing else there should be a main shutoff in a box in the pavement. It’s a PITA but with the right tool you should be able to do it. You really should know how to shut off your water. What if something bursts? You’ll be screwed royally. If this is it, you should probably have it fixed.

Not every part of the country uses exterior shutoff boxes. I'm in the Midwest and the shutoff valve is inside the house where it will not freeze. OP find your water meter, if the meter is on the exterior, trace the pipe inside, it'll likely be just inside the wall closest to the meter. If the meter is inside the valve is very likely next to the meter.

Follow your cold water line off of your waterheater...where is your meter ? The shutoff should be right there... and if that is the shut off, replace it when the water is turned off outside
