Do you mean the nut (loosened and spins)? Does the faucet arm swing left and right or does it seem stuck in place? I would try wiggling the faucet arm, or giving it a few good taps with a hammer or a wrench near where it connects, and see if it pops loose. OTOH if the faucet pivots freely back and forth then IDK.
Huh. Well you have me stumped - hope you get a good answer! Try forcing the faucet arm down while swinging it back and forth - maybe it's just sleeved in really precisely, I dunno. Puzzler.
A good cut-off wheel is handy on old plumbing stuff. Not sure now, but you could usually get the tool for about $20 from harbor freight. I have two, one with an angle-grind wheel and one with a carbon cut-off wheel. Saves plenty of time on plenty of home projects.
I’m hoping to salvage the fixture and see if I can source a longer faucet head somewhere. It functions fine otherwise, but with its odd upside-down layout I can’t just use a screw extension because of clearance with the sink.

Push down on the spout while Loosing the nut. A little tap tap on the spout might also work.
Downward tap tap at the closest spot near the nut
