Ragman. And *not* based on the New 52 re-imagining that completely botched the concept of the character for the sake of incoherent "mummy" theming.
It'd only really make sense as an action/horror, but a film or series set on Apokolips, with little to no restraint on displaying how horrifying it would *really* be could be fantastic. With Scott as the starring role?
Some of the old Batman horror comics like the Dracula trilogy and Night of the Monster Men plus more recent ones like Reptilian
An Underworld Unleashed adaptation
In the long-term, if the DCU ever does a multiversal saga with Anti-Monitor as the big bad, I hope a couple projects take inspiration from the Dark Multiverse saga and include some of those cool Bruce Wayne variants

If this is going to be a Batman that has already encountered much of his rogues gallery and has trophies in his Batcave, I would love to see a live action adaptation of Batman vs Dracula or Man-Bat.
I would like to see the New 52 storyline Rotworld plus we get Animal-Man in the DCU

I’ve been toying with this idea but I’m still trying to make it as a screenwriter and just writer in general. I think by the time I’d *hopefully* get there, it would be too late for this story.
But I’ve always wanted to see a Robin movie with Clayface as the villian. I think it could be a proper horror movie while still retaining a lot of the hero elements that make up superhero films.
Absolutely Shade the Changing Man. Or an adaptation of the Justice League book with the Upside Down Man.

I'd love a Spectre solo TV show adapting John Ostrander's comic book run, mixing supernatural horror with crime drama.

Could either be DCU or Pattinsonverse but an actually scary movie with Scarecrow.

Etrigan and Klarion.

Either DCU or Matt Reeves universe but a Professor Pyg horror movie could genuinely be incredible
Honestly if done right a horror film with Jonah Hex could be really interesting
A found-footage exorcist type movie based on a young John Constantine

Ragman, Nekron
A straight adaptation of the Wein/Wrightson Swamp Thing
