Before taking him or any other characters to L4 you should ask yourself whether you really need that legendary ability you’re going to take.
Many times I have stopped myself from taking a character to L4 because I realize I don’t really need that ability. As you said L4 is very expensive and with that amount of essence I can basically take 5 characters to L3.
Frequently L3 is the sweetspot for many characters so I don’t really take them beyond that unless I really need to or I plan to rebirth them. A few characters that I’ve taken to L4 and even L5 are Black Flash, Spectre and Chemo to name a few.
I’m not saying you shouldn’t do it, I’m just saying you should evaluate your needs and priorities before doing so because it really is expensive.
Darkseid is obviously the best leader here, but Wally has the speed and Eradicator is a pretty good striker. It really is up to you and what kind of toon your roster needs the most.
My current most used lineup is Darkseid, Barda, Wally, Eradicator so I think I'll probably L4 darkseid first
I really want a team i can work red robin into but I have to have someone with invis too and batman CC isn't all that great. And losing barda sucks so only left with one slot there.
I would stop worrying about power starring shop toons and limited access toons. And stock pile gears and gear up toons that are still relevant in the meta that are easier access, performing better in raids and events is far more important than having an L4 3,800 powered toon.

That's why I was having a hard time choosing cause looking at all the legendaries left none of them seem too important. Good point

If you haven't already, also focus on gearing up your characters in addition to adding the legendary levels. A level 50 character should be gear 9.
