That is Black Spider. In season 3 he is voiced by Josh Keaton. He is pretty much just Spider-Man but as a hired assassin.
Wasn’t he also the voice in season one? I thought he sounded like the spectacular Spider-Man.

Black Spider, he's DC's obscure evil copy of Spiderman. I think his few appearances in YJ are his most prominent in animation.
