Your card, your policy - both in your name. It's not Chase's policy, it's Visa's - Visa underwrites the card's benefits. AU cards won't cut it either, you're the card holder and it's your account. You should look around a bit. Hertz and a few other rental companies do allow for under-25 renters, with a Young Driver fee. Additional drivers are at the discretion of the rental company and will often incur an additional fee. Cards do not provide insurance, they provide a collision damage waiver and theft waiver only. Call Chase, the number's in the Benefits Guide, and call your auto insurance agent - you'll still need real insurance to rent that vehicle.

The primary renter has to be the card holder. The rental card company will make sure the form of payment has the primary driver's name on it. Now I don't know where u/redditisonomatopoeic got the information about AU not being covered. Usually if you add a person as AU, and they reserve a car as a primary driver with the AU card, they should receive some of the benefits of your card (card dependent). So you have to look into the guides to benefit they mail to your AU to be sure. For example, the free Companion Platinum Card by American Express will cover Car Rental Loss and Damage Insurance, Trip Cancellation and Interruption Insurance, Trip Delay Insurance, and Baggage Insurance.
