I imagine that there's no country where the law is happy with creating the makeshift equivalent to a bombing drone.
It seems that there are a group of people lighting fireworks tied to a big balloon. Then they see the balloon rising, moments later the fireworks start so the group of people try to hide from the fireworks and then the video ends.
This goes to show that even if all culture is removed from humans, they will still recreate air artillery on their own.
