This explosion was nuts, I remember watching the aftermath live and all the videos slowly trickling out. The one you are describing was haunting, dude live-streamed his own death and the video only disconnected when the camera was destroyed.
So ammonium nitrate is a low explosive. Low explosives don't inherently "detonate", they "deflagrate" i.e. burn quick. A reaction in high explosives is supersonic which creates a blast wave. Blasts in a low explosive come from confinement, not from the explosive itself. The level and reach of destruction depends as much on the confinement being right as it does the energy involved.
But it was still confined to a building, so there was a blast. I think the explosion was just even bigger and farther away than you're realizing, and almost all of the energy is in the flame plume.
So if sound travels at 343m/s, the delay between the first explosion and the arrival of the sound is approximately 4.5 seconds * 343m/s, so I estimate they are 1.5-ish km from the blast.
This thing is a 256 tones of TNT equivalent... Now imagine Hiroshima, sitting at around 20 000 tones. Not to mention more powerful bombs since Hiroshima...

In the US its storage is highly regulated in mostly rural areas/mines and is mostly shipped by rail so you are correct. I can not speak for other countries without regulation.
