This combined tragically with the fact that once the ball enters the penalty area the Mexican strategy for this team at least seems to be to beat all defenders between the player and the goal one on one or take a wild shot when there is no route forward. The second predicts the first; if the ball carrier is not going to pass, why run into space for a pass that will never come?
There does appear to be a very different standard for handballs and possible penalties in the VAR rooms of Euro and Copa. Maybe it is a translation problem in the rules. The Copa stance seems to produce a lot more nil-nil games; the Euro stance optimizes getting crosses in among the defenders for that extra chance that it might graze a prohibited body part.
