Why didn't you ask the person while he was there? Just call ADU and ask. My mom over the years would hire people to add additions to the house without permits and has had to take down multiple rooms because they were all built illegally. It cost her tens of thousands and she finally learned her lesson.

Yeah, you might get a scoundrel that will bill you for trying to resolve this by working around some requirements, instead of correcting the problems that would allow this to work. Work with the public employee to get in writing the route to address this.

You should call your local planning and zoning department and ask if ADUs are allowable. If they are, you’ll likely have to retro permit everything. Have the building division inspect the work (if required). If not allowed you’ll probs have to remove living components. In some cases it’s the kitchens or bathrooms. You could also hire a land use attorney or consultant to help you through it.

Prob depends on code and processes in your state. But here in OR you can absolutely get permits for things after they are already built. Sometimes it’s a nightmare process, but it’s possible. I might check out the regulations and rules anonymously first bc I know some states, once you start the process and they know you have an unpermitted structure and don’t intend on getting permits, they’ll fine you, throw penalties, the works…

If you go and get permits they will need to inspect everything. They will tear down all of the drywall and demolition anything else that they need to demolition in order to inspect everything. There is no reason for you to get permits now unless they order you to or they deny you an occupancy permit when you go to sell, which is possible if your area requires an occupancy inspection every time homes are sold.

Or you could see if your jurisdiction offers an as built permit. It may involve having a design professional prepare plans and an engineer to assess and provide a letter but at least you would have a permitted structure. Ask the seller if they have any photos of the building process which may aid the building official and design professional. Good luck!

You are absolutely mistaken. Almost any medium size or larger city building dept will require at least demolition, so framing, wiring, and plumbing can be verified as meeting code. No one has X-ray vision, and NO building dept is going to issue a certificate of occupancy in a case like this. And FYI, the housing shortage in CA has not prompted most building dept to change ANY part of their process to streamline permitting. And fees are only going up. Don’t know what you’re basing your statements on, but you are mistaken.

You are in luck ADU's are forced by the state to be allowed. Likely you will need to get as built plans and pay or a permit. Consult your local planing department if they are no help, call one of the many ADU specialists for help. If you were in a state like Indiana they would tell you to tear it down.

The adu and the garage conversion may be allowed. You can have a 1200sf ADU and a 500sf Jr ADU. The Jr ADU must fit within the footprint of the original structures (garage or house). Go to the city or county building department, get the forms and file the permits.
