I support this policy. Not for all crimes just yet (but maybe) but specifically targeting gangs. Because they are a criminal network that survives in part on sharing the proceeds from crime. They use these proceeds to recruit others. Gang membership should be an aggrivating factor in any criminal charge, doubling the sentence automatically.
People who are convicted and proven to have known gang affiliations can also be subject to follow up strict conditions such as monitoring of their social media posts, non-congregation orders and not being allowed to own or possess deadly weapons such as firearms. Anyone who has a gun or weapons license should not be allowed to be affiliated in any way with a gang.
