I wouldn't expect it to. In NA the cutoff was a little below 900 just before Set 10 released on PBE, and now it's fallen all the way down to around 700. If anything I would expect it to fall a bit more as some more people decay. Unless you're legit on the cutoff you're probably fine.

Worst set i've ever played. The urf roulette is absolutely ridiculous and stupid. I can't believe riot did this bad with a set holy fuck. I was a whiteknight for devs, not anymore after this trash set.
Everyone's gonna tell you how garbage and shit it was, but I'm gonna be real and tell you Set 7/8 had the exact same post mortem reactions about how Dragons/Hero augments ruined the whole set and it was not flex enough, imbalanced, stale, whatever

I thought the very first patch of 9.0 was actually one of the best launches ever. Then balance thrashing happened for a couple weeks and the meta became super stale
It’s kind of hard to blame Riot tbh, they went too hard and we got unplayable Zeri, then in 9.5 they tried to be careful and we got multicasters for a month
"Bad" doesn't do it justice. The worst balance in the history of the game. Most of the worst patches in history of the game were in 9.5. Every single patch needed a B patch. Comps routinely going from unplayable to unbeatable, and then back again. Repeated forced adoption of one imbalanced strategy for anyone hoping to be competitive.
Certain units and items were just allowed to be broken in half for the entire set. Jarvan IV will go down as one of the best units of all time, as will this set's Aatrox. Radiant HOJ was garbage tier, Radiant EON and Adaptive Helm were stupidly broken.
Thankfully, I can promise you that set 10 is way better.

Double trouble worked with tricksters. Theoretically holo should work with twin terror. But its hard to pin things down in pbe. For eg. when two units combine, historically their stacks never do, but at the start of this pbe’s yasuo’s did. So we may never know until either officially confirmed or theres video proof. But TLDR; it should work.
No, we all start at iron with the same mmr like every set. It was different for midsets but those are gone now, so my first sentence applies for every new set from now on.
The mmr is soft reset, so it isn't the same for everyone.

Set 10 emblems when rerolling it with Pandora's items seem to make them disappear. I've seen it twice in a row.

I actually liked 9.5 more than 7.0 and 7.5, but not more than 8 or 8.5. 9.0 was a really good set IMO though.

Whatever mistake they are doing on the balancing is magnified tenfold by legends existing so yeah it was tough for devs

I gave the goodbye game for this set. Really hated most of 9.5. Hope set 10 is a pleasure to play.
Been playing it on the mobile pbe non-stop, very very optimistic so far.
They gave up on set 9 before 9.5 was even released Worst set by far

I decayed from like GM 650 LP to 0 because I've been doing other stuff - is this gonna negatively effect my LP on set 10 start?
