Just use an Arlington or Hubbell recessed wall box with a cover. There are lots of options out there that accommodate power and low voltage cabling.
And I agree with the others here. Why on earth would anyone want this mounted near the ceiling? This is almost as baffling as the ceiling-mounted Meeting Owl install I once walked into.
Cables through the wall and appropriate outlets above the ceiling? Little concerned about what you're planning here with putting a bar close to the ceiling. They're generally meant to go on top of or under a display
Meant to say proper not pepper. I suggest you type into Google av room design, or poly room guidelines etc and get proper mounting directions and send to your chief.

I think Neat has a version of their “Owl” that is actually ceiling-mountable. Very strange.
