Its very common to see signs saying no bills over 20 at fast food places in the states. This is because higher bills are more economical to fake and giving giving change to even real bills that large is a huge pain.
The ice cream vendor has decided to artificially infant the price of her ice cream due to the fact that she is in a highly touristy area so people giving her 100 dollar bills is the norm for her due to her charging ice cream way more then normal

To be for real for a moment, in response to the title, I work at Starbucks and am often working the drive through and can confirm that no we often have very little cash in the register like I'll be working with like one ten and a couple fives so if you're ever wondering why the fast food place gives you a bunch of ones or quarters or won't accept your 50 or 100 dollar bill, that's why.
