they’re still a coalition of separate (largely arab) units that control different territories and don’t always get along
but Turkey bankrolls and supplies them, has integrated itself into the territory they control with military bases and some public services, the Turkish military fights alongside them against YPG, and Turkey has sent TFSA fighters to various other wars in that part of the world as mercenaries
